Matthew B. Management, Inc., is spearheaded by its President, Leslie Seff.

Mr. Seff is an industry professional with approximately 34 years experience, most of which occurred in a trading environment. He is a veteran of wholesale firms, retail/institutional firms, discount brokerage firms, and
proprietary trading firms. In most of these firms he started and managed the Trading Departments.   As a result, Mr. Seff has in depth exposure and experience with respect to trading issues in the NASDAQ, Listed, and ECN environment.

Mr. Seff entered the industry in 1971, and by 1974 he had become a Senior Trader at a NYSE firm, Muller & Co., Inc. where he started the NASDAQ Trading Department.  After Muller and Co., Inc., he went to Gruntal & Co., another NYSE firm, and started it's NASDAQ Trading Department in 1988.  In 1993, he joined Wagner Stott, at the time the third largest specialist firm on the floor of the NYSE, and started and ran its NASDAQ Trading Operation. During this tenure, Mr. Seff became an Allied Member of the NYSE.

In 1996, he recommended the sale of the Wagner Stott NASDAQ Trading Department to Fidelity Investments, and subsequently went to Fidelity where he ran the department there until mid 1998.  During his tenure at Fidelity, the
department grew to be the 12th largest NASDAQ trading operation in the country as measured by AutEx volume.  Also during this period at Fidelity, in addition to managing the NASDAQ trading desk, he oversaw and managed the department that executed all of the investing public's NASDAQ orders sent through Fidelity Brokerage (Fidelity's discount brokerage arm), as well as the execution of the professional order flow sent by the Fidelity Correspondent network.

After leaving Fidelity in mid-1998, he formed his own firm, Tech Trade Capital, Inc., a proprietary trading operation dealing primarily in market neutral investments, and became an Associate Member of the American Stock Exchange. This company was succeeded by Tech Trade Capital LLC, which became an NASD member.

In 2002, he began consulting through Matthew B. Management, Inc., providing consulting services for the financial service sector.

As an extension of the consulting that he performed for Brokerage America LLC, he was appointed Chief Operating Officer and Managing Director of Capital Markets in January 2004. Until March 2005, he oversaw NASDAQ and Bulletin Board Trading, as well as Institutional Sales Trading.

He holds the following licenses; Series 24, Series 7, Series 63, Series 55, Series 9, and Series 10.  In addition, he is a Cum Laude graduate with high honors in Finance from Hofstra University where he received his BBA, and holds an MBA from Baruch College, of the City University of New York.

In the mid 90's he represented the United States at the request of the Berlusconi government, in Milan, Italy, at the Conference on Market Centralization. Most recently, in 2005 and 2006, he has guest lectured at NYU, Fordham, and Bernard Baruch Graduate Schools.
